Marriage lookup 1915 Waterford please COMPLETE

Hi There,                  MARRIAGE LOOKUP PLEASE

Does have anyone have any books etc on a marriage lookup on my 1xgrandparents William Frederick Flanagan b.19-05-1886 County Hospital,Waterford,Eire. and Cecilia Catherine Moore. b.04-01-1898 Hamilton,Bermuda.
                      

All i know is that they didn't marry in a church, probably a register office in Waterford in 1915, i would love to get a copy of the marriage certificate.

I'm the happiest men alive, i not need help for a lookup on this marriage, i found it, and also i did give out the wrong information.
