I'm interested in finding some info on McPhillips's from Clones, born in the 1900's - 1940's who would've likely have moved to either Scotland or England.
Is this a good place to begin looking?

I was looking for more info on a Henry A L McPhillips. I found his birth on BMD index however no further trace.
Is there any other sources i can check?

Henry appears to have been born in 1926... so a bit of a gap back to the  census returns. Your best bet is to order the birth cert to see if it fits the clues you have.

Once you have parents names you could then search for their marriage, and the follow that up by searching for them on the 1911 census... possibly with their families.

Yee. I'm not too interested in his parents as such. I know he had brothers named Gregory, Raymond, Siricus (sic?).
Henry moved to Scotland & disappeared down south to England were it is very possible he changed his name.

Do you have any names and dates of birth ?

You can try searching the 1901/1911 census and BMD Index for possible births and marriages, and then check the certs for any matches to your McPhillips family.
