The Western Times 22 June 1934 Funeral held at the Catholic Church for Clive McGurk.
Parents both listed as well as his brother Kenneth plus cousins.

So both parents were in Devon up until 1934.

ADDED
Wife's name not mentioned so possibly not Elizabeth.

The Western Morning News and Gazette. Tuesday 12 June 1934

Tragedy at Axminster.  Clive William McGurk 11 years old, son of Mr. and Mrs. Francis McGurk of 3 Castle Street, Axminster.
Paraphrasing went swimming with his twin brother Kenneth at Cloackham Bridge bathing Pool.
Clive drowned, inquest to be held, neither boy could swim.

I was puzzled that " son" Henry is not mentioned in the will, he is on the 1841 census so perhaps is not a son but a relative living with them, or he had been disowned for some reason.

There is a Henry Ballard -Watchmaker who marries in London naming his father as William Ballard Watchmaker. 

Jemima 8 and Harriet 6 are William Jr. daughters.

Born 21 May  1814 son of William Ballard and Sarah Reeves daughter of Thomas and Sarah Reeves

Probate records on ancestry. He died 2 August 1843 buried the 8th.

Will of William Ballard of Cranbrook - watchmaker Probate 25 October 1843

His half brother George Ballard and brother in law John Batts - executors

Children Joseph, Harriet, Frederick, John, William and Mary, in that order (so William 1809 may have died)

He says he does not leave anything to his son LEVI as he has already been provided for.
