I'm hoping someone can help me please?

A friend of mine has been in care since he was very young. Only recently he applied for his full birth certificate, giving the name of his mother but no father was stated. On the birth certificate it was stated a time that he was born, which made him curious as to why.

When he looked up his reference again for Births in that 1/4, he discovered another name with the same mother's maiden name and born in the same district and on the same page. Now he is wondering if he is/was a twin?

As he has been in care from a very young age he wasn't aware that he had family, all he had discovered that his mother was unmarried when he was born and he was put into care.

He has applied for the birth certificate, but if it rings true to him being a twin, how can he go about in attempting to find him?

John b 1851 Towyn Merionethshire Son

I have been looking for a marriage between Elizabeth and William but not able to at present, if anyone has access to records of marriages in the area, i would be extremely grateful if you could have a look.
