Norfolk Lookup Requests / marriage cert

Can someone please look at the marriage cert (or preferably the request for the marriage licience as apparently there is more info on it) of Robert Page Sowter & Amy Bugler 15th June 1898 at the parish church Norfolk. I cant find his birth Cert anywhere..would he have had to have that to apply? The wedding cert says William Sowter was his father. Would it mention mother anywhere on the licience???
