Gloucestershire / Parents of William Milliner - Cold Ashton

Hi everyone!
I'm doing some research into the Milliners in Cold Ashton who I'm descended from but I've got stuck at a William Milliner (abt 1821) married to Mary Fishlock. He was also married to an Elizabeth?
In their marriage records, Williams father is stated as Isaac Milliner. However I cannot figure out who William's mother is? I can only find records for a William born to an Issac and Sarah in 1822 in Hawkesbury, but know there are some on here that have William's mother as a Margaret?
I have William and Mary in 1861 living in Cold Ashton, with their children Reuben, Phyllis and Nun.
I cannot seem to find William in the 1851 Census.
Could anyone help shed some light on this, and help me in my endeavours to go back further on this line.
