Free Photo Restoration & Date Old Photographs / Very Faint Photo

This is a photo of my Great Great Grand mother, the only one I have.  As you can see it is really very faint.

If it is at all possible for anyone to make it more clearer, I would be extremely grateful.  A date would be very nice to!

I have a blue birth certificate for my husbands Grand father. 
It states on the top of it "This certificate is not available for purposes of Secondary Education"
Also "(issued only for the purpose of the education act 1921)"

It is a certified copy of an entry of birth, 24 years after the actual birth.

Can anyone tell me what the purpose of these certificates were for?

I most definitely need to go and view these records myself.  Thank you Valda, you certainly have given me food for thought.

Mark was actually buried in Horton Kirby 5 days later, so you would think there must have been relatives about to tell the hospital all about him, name, age etc.  although his wife died a year early, most of his children were still living!

Yes I would most certainly be in one myself, if things had not changed.  ;D
Scary thought really though!

I have to admit, it wasn't actually me that looked at the records of the
Asylum admissions and discharge book, it was another family member.  So I
am unable to comment further as to what was in them.
But surely, the initials would only have been used on the census returns, Not
in the admissions & discharge book?

I will have to get back to my cousin to find out exactly what was written.  It
would be so nice if I could just pop to the Maidstone Records Office
tomorrow to check myself, but it's a little too far away from me here in
Devon.  Soooooo frustrating!   :(  So I'll have to wait til my next holiday.  Sorry guys!

Was that just sheer laziness or because they did think they were not worthy of a  full name mention? It makes me very angry either way.

But No he was living in Horton Kirby in 1891. Horton Kirby - Sutton at Hone were the area's he lived in most of his life. He is even buried in Horton Kirby.

I have a death certificate that states that my ancestor Mark Henry died in the "County Lunatic Asylum", Registration District Maidstone, Kent.  1 July 1898.

 ???Yet on inspection of the Asylum's record book at the Maidstone County Records Office, which shows all admittance and discharges of all patients.  Mark is no where to be seen.

Does anyone have any idea's why this could be?
