It seems that some gardeners employed by the Imperial War Graves Commission (now CWGC) may have been interned. It may be worth contacting the CWGC Archives at Maidenhead to see if they hold lists of any who may have been interned in Belgium. As I recall CWGC have lots of information about the impact of WW2 on their French and Belgian staff. Apart from that the following may be of interest:

Should that perhaps be Stobhill Hospital, Springburn? That's Glasgow.

You can register a death at any registration office in Scotland. It does not need to be the district where the person lived or died.

To find out what happened to him all you have to do is look him up on the CWGC website and it will tell you where he is buried. He will no longer be listed online as commemorated on the Arras Memorial although his name will continue to appear on a panel of the memorial itself until such time as the panel in question is due for replacement at which point it will be removed.

HE Home Embarkation
CRC Combined Recruiting Centre (there were quite a few of these)
MAFD Mobile Air Force Depot - In Pretoria where air crew could be stationed on standby prior to being posted to a more active squadron.
3RC Recruit Centre, Padgate
61MU - Sited at RAF Handworth, Wilmslow. A Universal Stores Depot containing just about any equipment the RAF used from knives and forks upward.

My understanding of "Home" in service records was that it referred to service anywhere in the United Kingdom. Leave would certainly be easier of course.

The Fleet Air Arm was actively involved in the Graf Spee episode. The Ark Royal and other ships had been in the South Atlantic hunting the Graf Spee since October 1939. On 14 December Graf Spee had entered Montevideo harbour for repairs and Ark Royal was despatched to join the cruisers keeping watch on her from outside the harbour but was still over a day away when Graf Spee was scuttled. Her aircrew would clearly have anticipated being in action against her.

The Dutch almost certainly got his wife's details from the CWGC. As can be seen from the photo of the old grave marker posted earlier it was marked with the IWGC (now CWGC) initials. Reburials were very common in the case of German burials in the UK:
