If may help your research if you post them individual posting as much as you know especially with connections to the census returns.
Then even if we are not connected we can all try to help you with your research

I would recommend that you write to Manchester Social Services stating the person you are researching as much information as you know ie age, Date of Birth, name of Parents and Siblings etc and your connection and reason for research.
You will get a reply but it will be basic information with dates of admission and dates of release, possible connected addresses.
Manchester Social Services although they could not tell me much were very prompt and I had actual dates to work with.

Have you had any Luck with the FreeBMD and CheshireBMD sites
I guess that the Birth Records will now be held at Crewe. You are quite Lucky as Weston is quite compact and the Cheshire Family History Society have quite a few bits of information to prise you from you brass ha ha. You do not say if this may be close to home ?

The National School used to stand where Stockport Town Hall currently stands at the Junction of Wellington Road South and the main A6.
I think the Town Hall was built in 1893-ish
