Just a thought - presume you have Mary Anne's death cert.  Was Thomas the informant of her death?  At least that would show he was still alive then.
If it wasn't Thomas - does anywhere on the certificate mention him?  I have a couple of death certs where it shows under "occupation"  "widow of ----"

I can't find any other members of the family until a possible in 1891 for Charles aged 23 living as a boarder at 168 County Rd Liverpool.  occupation wheelwright

None of the James Garvey's was a gardener.  There were only 3 John Garvey's b Liverpool ages 2, 16,  and 26
The 2 year old was the son of the John aged 26 whose wife was Alice.  They were all b Liverpool and John snr was a warehouse porter

I have had a look at the entry and they are all definitely shown as Anne's daughters but perhaps the census taker made a mistake.  However - it wasn't unusual for the same names to appear in more than one family.

Who are you looking for as they may have been incorrectly transcribed.  Have you found them on the 1871 1891 or 1901?  If so, please post FULL details and I will have a look on the 1881 CD's for you

There are only 3 James Garvey's on the Liverpool 1851 - 2 born Ireland.  One was 5 and the other aged 50.  The 50 year old had a wife Catherine and children Michael 14, Owen 12 and Mary 10.  Everybody was b Ireland but do not appear to have a connection to your Garvey's - sorry
