I'm afraid I don't know the reason that more records haven't survived. :(  From the the workhouse.org site it seems that the records that have survived may be later that you need.

".....Few records survive — holdings include: Guardians' minute books (1907-1930); Children's Home creed register (1910-1930); etc. "

I'm sorry but I couldn't find an entry for Thomas FOX at  Blythburgh, Reydon or Wangford in 1790.  (Houghton isn't in Suffolk)
