The family is still in the same place on the 1851 census and the places of birth for the parents says
CARTMEL, LANCASHIRE.
My geography isn't brill but surely CARTMEL is in Cumberland, isn't it? Or have the boundaries changed?

Lancashire boundary has changed, certainly back in 1851 the county of Lancashire included the Cartmel and Furness peninsulas, now in south Cumbria. The part of old Lancashire that is now part of Cumbria used to stretch as far west as Barrow-in-Furness and Broughton-in-Furness, as far east as Grange-Over-Sands, and as far north as Wrynose Pass. In fact on the top of Wrynose Pass is the restored 3-Shires stone, which shows where the counties of Lancashire to the south, Cumberland to the west, and Westmorland to the East met.
