The crown on the helmet plate looks to be a Kings Crown, so that would put it after 1902.

I'm thinking the uniform could be of a Canadian Municipal Police force (clearly not RCMP) as the insignia seems similar to this old shoulderflash (a.k.a. sleeve badge) of Ontario Provincial Police, and the cone-shaped insignia was quite popular in Ontario (and elsewhere in Canada) back in the day. Just my 2 cents worth.

Uniform looks to me to be 1900s police one - especially with the whistle chain. He seems to have numbers "49" on his collar, and the single stripe would likely indicate Acting Sergeant - with probably a First aid badge above the stripe. Sorry but I cannot see clearly enough what Force identifier he has on his epaulettes.

There were a number of Borough Police Forces in the North East back in the day. Collar number 129 tends to suggest one of the larger ones. It might possibly be Gateshead Borough - as one of their helmet badges was surrounded by a laurel wreath which would look rather like birds heads.

I should have explained that the Council no longer has an office at Tomnahurich (which cemetery has been full for a few years now) and their Inverness area admin office for Cemeteries is now located at Kilvean, where records for all the local burial grounds are apparently held. Burial information is not on-line (other than war graves which was done by a third party)

In the 1871 census there is a Donald Urquhart living at 32 Church Street Inverness - just around the corner from Friar's Lane. He is aged 60, born Ross-shire and is a Porter. :-\

There are other possibilities but they are either too young, or have occupations like "Farmer" which doesn't necessarily fit with someone living in the city.

Back then the town of Inverness was FAR smaller - and farms existed where Longman Industrial Estate and South Kessock and Carse housing estates now stand - all within half a mile of Friars Lane. So "Farmer" could indeed be a possibility.
