Family History Beginners Board / Very new to this site!

I am a beginner and I'm looking for my family history in Europe. I am of celtic descent and know little info on my family. I do know that my great grandfather came over from Liverpool, England in the late 1800's at age 16. His name was Harry Snell and he lived in Franklin, Pa. I'm trying to find his birth records and if he had any brothers or sisters.
My next family search is Ireland. All I know is my great grandparents are from Northern Ireland and their last name is Lloyd. They came to the U.S. in the late 1800's as well and located to Youngstown, Ohio.
Also does this site look for lost family who were adopted out?
