Down / Enough info to order Birth Certificate?

One of my gggrandparents children was born in Ireland c1862, I know his parents names, where they married and where they were living at the time of marriage. I know it would be in the parish of Loughinisland but is this enough information to request his birth certificate.

Any help appreciated.

Looking for information on PATRICK CANDON and wife ELLEN, Seemed to have moved house a lot, have them living in Englis St? in 1887, Charles St in 1895 & 1899, Society St in 1901/2. I found these addresses on various birth certificates of their children. Looked these streets up at Mitchell Library but they're not listed and I don't know in which area of Glasgow they are.
Hope someone can help.

Looking for the birth of James Emerson born c1862, parents James & Jane (m.s. Hagan). Found parents in 1871 census in Scotland, eldest son James listed as age 9yrs and born in Ireland. Most probably Loughinisland area as this is where they married. How would I find James' birth records?
