The Common Room / Mossband, Gretna, 1941

Can anyone tell me if people lived on site at Mossband in WW2?  I'm looking for someone who worked there in 1941 (information from son's birth certificate) but whose family lived in Carlisle.  This person is not on the 1939 Register.  Another odd thing is that there is a photo of him dressed in a sailor's uniform with "HMS Victory" written on the back yet he was never in the navy!  Do records exists for civilians at munitions depots?

Any information would be appreciated!

Can anyone help?!  I'm trying to work out what something says on a census document.  It's in the 'Rank, Profession or Occupation' column for Margaret Palmer.  (She's a visitor, aged 34, at Temple St, Newcastle-upon-Tyne. Piece 2406, Folio 216, Page Number 34)  It looks like a squiggle, but it must mean something!!  Any ideas would be appreciated.  It's actually William Lowes, the occupant, that I'm really interested in but am struggling to find his death record so wondering what is the relevance of her visit.
