Hi Steve
Could you let me know where the name turns up - and if it is the 1881 census say at least enough to allow me to find the records an assess the general area and the likely type of property. If, as seems possible from the name "row", it was just a row of workmen cottages owned in 1881 by a Mr Rauter they may well have changed their "informal" name every time their owner changed and been demolished as slums many years ago. For many old towns it is commonplace for many names used on old records to have disappeared 100 years or more later.
Chris
Normally I post any answer on my web site, www,hertfordshire-genealogy,co,uk (which is the controlling site for "A guide to Old Hertfordshire) as this makes it easier and quicker to provide links to relevant web pages elsewhere - making the answer more informative.
