Handwriting Deciphering & Recognition / A shorthand puzzle

I have asked around, but no one yet has been able to transcribe the attached shorthand document, or even to say in what shorthand system it was written, I think about the 1890s. Can any shorthand experts on this forum help?

I am interested to find the years and addresses when the surgeon Dr George Frederick Albert (1771-1853) worked in Cheltenham. I find him at 3 Exeter Buildings in the 1830 Pigot's Directory of Gloucestershire. The 1844 Harper's Cheltenham Director has a Dr Albert, M.D. at 5 Oxford Parade, but I am not sure that this is George Frederick Albert. Were other directories of Cheltenham residents published between 1830 and 1844?

Charlotte Hill was a daughter of Thomas Tildesley, Clerk of the Works, who lived at Hampton Court. I'd be interested if anyone has done research on the Tildesley family.

I'm interested that you have information about Cordall Powell, librarian to the Prince of Wales. I have been investigating the Papendiek family. George William Papendiek was sub-librarian when Powell was librarian. Is there any reference to the Papendiek family amongst Powell's papers?
