I'm Romanian so I think I can help.
Can you provide a better resolution picture?

Anyways, in blue just above the red ink it says:

Casatorit in Pitesti = married in Pitesti  (some 100km from Bucharest)
on 6.08.1949

Traiana = rather unusual name
Stoian = common name
No 255
actul = official document
Ofiter al starii civile = officer that is in charge of legally marrying people
