Hampshire & Isle of Wight / ANTHONY JAMES BROWNE CB, Hampshire b:1791 d:1855

Try as I might, I just can't verify the link between the Viscount Montagues and my gt gt grandfather Anthony James BROWN(E).
I understand that he was either born in 1791 in Glasgow or is sometimes recorded as 1793. The 1791 birth is in Glasgow although family anecdotal evidence is that we are a Hampshire family (possibly Sussex if linked to the Brownes who were the Viscount Montagues).
Apparently he was a civil engineer involved with building the Palmerston Follies on Portsdown Hills in Hampshire and was supposed to have lived at Portchester Castle.
Has anyone got family history, dates &c ?
