Had a google for snake buckle belts (thats what struck me in the picture) but the variants in sources are all over the globe and include army as well as freemason

One image I saw was Royal Canadian Army Medical Corps .. maybe a bit tenuous?

Do you have the original paper? If so scanning it in and setting the document type to "Newspaper" may eliminate some of the noise in the scan which should improve the quality of the restorations
