Norfolk / 1891 Census Help Please! Re: William and Isaac Cook.

I was wondering if someone could help me please.
I have been looking for two brothers born in Watton, Norfolk by the Names of William James (1869) and Isaac J Cook (1872).
They appear on the 1881 census with their family in Saham Toney.
But not on the 1891 census. The obvious answer would be that they had passed away. However, they both appear on the 1901 census.
William in Paddington, London living as a boarder and working as a porter. And Isaac with his wife Kate in Oxfordshire working as a Letter press printer.
I have searched for them all over the country and can't think of anything as to why they wouldn't be on the census.... (there were no wars etc)
Any help would be much appreciated!
