In Ireland. GRO records involving  personal data are closed for the lifetime of individuals which is assumed to be 100 years. There also are GDPR regulations (e.g. Elector registers have been taken down from online). The 100 year rule also applies to the Census. There is a basis in law for this, it is not arbitrary.
Familysearch has done its own thing, transcribing GRO records over recent decades.

Indexes for Irish BMD's up to 1958 are on Ancestry and Familysearch.  Don't know if they're also on Find My Past.

The actual certificates are available to view, free, for births over 100 years ago, marriages over 75 years ago, and deaths over 50 years ago. Available on irishgenealogy.ie

I've a few people in my tree who travelled alone to America at 16 years old. So it's quite possible.

I found one of mine buried there too although I’m not too sure why as she was a Catholic!! I will email them and see what they say. Thanks

Mine were Catholic too. They must have allowed all denominations to be buried there. I hope you find her. Let us know how you get on.

If not buried in Mt Jerome, another option could  be Tallaght parish cemetery (St Maelruan's). Some of mine, who also lived in Terenure, are buried there.

And it would be far from the first time that a son/daughter provided an "undocumented" social promotion for their father. I have a known example in one of my lines of a farm laborer being described as a farmer on his daughter's marriage registration.

I think it's fairly common. I have found a few people who have promoted a farm labourer to a farmer on a marriage registration too.
