the 'legal purposes' are that it holds the original deeds prior to 1911 and these are needed in land searches - at one time even during their annual closure week they still had to provide such deeds if asked for (there is fee paid if used for legal purposes)

the 1861 census is College St Ramsey (now all demolished) - John snr born Rushen + wife Jane born Maughold - Mary is actually May - the 'y' is somewhat badly written

nothing to do with offshore finance (that did not start until 1980s) - there is a huge amount of Manx info on both their sites but not post 1911 as they only had access to those records held at the Manx Museum (try searching on www.imuseum.im) post 1911 material is held either at Manx PRO (recall that IoM is not part of the UK) or current material at the various registries - both these apply the 100 year rule - the marriage info is probably gleaned from the www.manxbmd.com site which is based on the available public indices which give very little other than sufficient info to locate and purchase a certificate (the Government needs to cover its costs)
Maybe a short holiday on the Island would help in research ?

the access to newspapers is free at libraries on the Island including the main repository of documents at Manx Museum - some Manx papers are accessible via the British Library.
Otherwise all your sought data seems to fall within the 100 year rule.  Findmypast + ancestry are not free either.

buy a subscription to IoM papers www.imuseum.im and see if any BMD info
- other info needs payment to IoM General registry for certificates (see www.gov.im)

I can't find any Manx ref to a 'Colonel' but in the 1790's there were many local militias established (inc on IoM) that give such titles to the landed gentry that ran them.  He looks as tho on Island well before 1812 (most of the land sales are c. 1809) as Quayle acknowledges him as a source of information for his 1812 "Agriculture of the IoM"

to confirm Robert Lewin married Phoebe Johnson 5 May 1897 at Foxdale
update - she was still in Foxdale living with her widowed mother in Foxdale in 1911 - she died still as Phoebe Lewin age 81 in 1955.

The newspaper, Isle of Man Times, Saturday, October 28, 1899,  has:

Mysterious Affair in Douglas.
Mr Robert Lewin, who is employed in the Isle of Man Steam Packet Company's Douglas office, as a clerk, has been missing since the 19th inst., and all inquiries as to his whereabouts have up to the present been without result, Mr Lewin, who is about. 24 years of age,, is a married man, and lives at Onchan, with his wife and child. On Thursday last week, he left the house to play in Mr Harry Wood's orchestra, at Derby Castle. At the close of the dancing he left the Castle to return home, but since that time has not been heard of. His wife is terribly anxious about his safety; but, despite the most searching inquiries, nothing can be heard. It is believed that Lewin has left the Island, but his exact whereabouts is not known. It is stated that he has incurred many debts in the town to tradespeople.

Is his wife Phoebe Johnson - if so then 1st child was born in Douglas Nov 1897 with a 2nd child in Dec 1899 registered in Foxdale  -  she would appear to be dau of Thomas Johnson living in Foxdale village in 1881 with Phoebe aged 6

Cath was dau of John Atkinson + Mary Mathews (neither Manx Names) - their several children were baptised at Douglas St Matthews in the cente of old Douglas - John Atkinson was an interesting character - eg one deed of sale was: [Douglas]dated 8 Nov 1791; William Powell Buck(papermaker, Cockermouth but now Douglas) + wife Lucy(d/o late Paul Kelly, Douglas) sell for £240(British) to John Atkinson(watchmaker + dealer, Douglas) that capital dwelling house messuage being that Inn known as the White Lion inn adj James Kelly(atty at law), Richd Symons and Elizth Oates(spinster), the late Paul Kelly and the Street or Parade - also the Billard table etc + seat in St Matthew's - currently in occp of Robert Twentyman(innkeeper); Robt Moore junr, Rt Twentyman, Richd Comish
