How sure are you of his immediate manx roots ? - Manchester was reasonably rare for Manx at that period (Liverpool + Whitehaven much more common) - if they married in Manchester then unlikely any children born on the Island  - Quayle is however a very Manx name and it is difficult to see where else he could derive from - an  alternative spelling is Quale (Quail is one that is more typical of late 17th century when found in Manx records).  Tailors were  usually poorly paid  artisans - draper generally implies posssession of some capital in order to set up shop. If he was a draper in Liverpool then should appear in a Gore's directory (we know he's not in 1790 or 1796) - others are on microfilm at Liverpool Central Library.  (in Manchester Pigot's produced similar directories from early 19th C)

1796 has a James - joiner 33 Lionel street (Gerrard Street) - not in 1790,  Richard not in either

The IGI is fairly complete for the Isle of Man - look for baptism of say eldest child plugging in father and mother's name  - remember that Quayle is the more usual Manx spelling - there is also a very active Manx Genealogy board at http://www.isle-of-man.com/cgi-bin/interests/genealogy/bulletin/index.pl where more help is likely to be found

The IoM Advertising Board issued annual guides - until WW1 these generally included lists of accomodation - the only place with a complete set would be the Manx Museum.
However what information do you want - www.lawsons.ca has an index to all (99.9%)  burials on the Island , he also has an index to many marriages on the Island - once you have a date apply to General Registry Douglas (see my site www.manxnotebook.com for addresses etc) for certificates

Clarence Terrace dates from 1840's see www.manxnotebook.com/towns/douglas/esplnde.htm - there are many photos of it - it still stands though mostly now converted into flats

I believe this to be the 1st husband of Jane Quayle married  01 MAY 1798   Lonan, Isle Of Man - she went on to be wife of John Mercer - see  www.manxnotebook.com/methdism/people/m.htm#mercer
however I have nothing on him but there may well be a death notice in the manx press of the period - I'm next back working in Museum in about 3 weeks time.

from 1904 IoM Tourist Board accomodation list - Mrs Taylor Pandora House, 6, Clarence Terr,. Central Promenade Douglas there was a Seabourne House at 2 Clarence Terr Mrs Caley
 - I have scanned this for my cd rom - see www.manxnotebook.com/cd_only/advboard/do_04.htm - neither was in the 1898 directory

Fort street was one of the many demolished during the Douglas Slum clearances in 1930's and then later - for various descriptions etc try www.manxnotebook.com/towns/douglas/index.htm - the street is still there but in name only

BTW tho the census shows Onchan Fort street was in the heart of Old Douglas which is in the ecclesiastical parish of Braddan and at that period the Civil parish of Onchan - the town got its own council etc later in 1860's
