Have you looked at the Devon Wills Index, read this first- http://www.genuki.org.uk/big/eng/DEV/DevonWillsProject/Article-DFH for background, then follow links at bottom of page.
IMPORTANT- only wills up to 1858 were lost.
For wills after 1858 see- https://www.gov.uk/wills-probate-inheritance/searching-for-probate-records

Devon / Re: Marriage record - Jessie Melhuish to William H Crocker ~1885
« on: Sunday 19 February 17 19:29 GMT (UK)  »
From my database                                                                                                          CROCKER   William Henry   was buried:-   06 January 1909   age:-   44   notes/address:-   Newton Union   where:-   St Marychurch

Newton Union normally means the Newton Union Workhouse.

There does not seem to be a grave stone.

No sign of a Jessie Crocker nor Jessie Melhuish in St Marychurch nor in Torquay Cemetery
I see the 1901 census has William & Jessie living as man & wife at 2 Petitor Road, St Marychurch.
In 1891 again as man & wife living in Hartop Road.
I can't find a marriage either.

I'm afraid most Record Offices are like this now- absolute minimum of staff, budgets cut to the bone. As suggested probably best to order the certificate.

Obviously you are not a local, otherwise you would realise what an enormous step forward this is. It will rescue seriously threatened historic artifacts and documents from the poor conditions they are now kept in.

BOW, or NYMET TRACEY, is a small, decayed market town, on the banks of a rivulet, 7½ miles W. of Crediton. Its parish contains 973 souls and 2962 acres of land. The manor anciently belonged to the Tracey family, and afterwards passed to the Martin, Audley, Fitzwarren, Bourchier, and Lethbridge families. S.C. Hamlyn, Esq., Samuel Wreford, Wm. Hill, and several smaller owners, have estates here. About 80 houses and cottages were destroyed by fire in the parish in 1833 and 1835. . . . The Church (St. Bartholomew,) stands nearly a mile south of the town, and is a fine antique fabric. . . ." [From White's Devonshire Directory (1850)]

Devon is not in the NBI.
The Devon Family History Society's indexes has -
two burials (in the period 1813-1837)
One marriage in 1760
three baptisms (in the period 1813-1837)
A quick index search for the name in the UK on Find My Past brings up 28,392 entries.

Devon / Plymouth History Centre - great news
« on: Friday 12 August 16 08:57 BST (UK)  »
After many years of campaigning great news today from PCC, Aug 12, 2016

Fantastic news –we’ve just had confirmation of a huge £14.8 million grant from the Heritage Lottery Fund

Our vision to transform our City Museum and Art Gallery, Central Library and St Luke’s Church buildings into one major new attraction can now become a reality.

We already received a £940,300 grant from the HLF to work up detailed designs for the buildings and exhibition spaces and secured planning permission during its development phase.

Now with this huge grant in the bag, we’re getting ready to put spades in the ground.
