The Common Room / Birth by Declaration?????

Could any one shed any light on how a birth is registerd by "Declaration".
My brothers certificate has arrived with this note on, I know my father was in the Navy and my Mother was too ill to register the birth.
The certificate has my Mother s name as the informant but also states By Declaration and the date.
