Many(Most?) solicitors hold wills for people whether or not they are executors of the will. It has been my experience that they search death notices and similar for information on people for whom they hold such wills.
When my MIL died a few years ago, we received phone calls from 2 different solicitor firms who held wills (neither being the current will) that she had made many years ago. I assume they tracked us through the funeral director - didn't think to ask.
It could also be that they have access to death registrations but you would need to ask a solicitor about that
As folks have said above, in most cases the family know who holds the latest will/is executor and family would notify the solicitor.
