I am far short of being an expert, but on the basis of a couple of similar images I have from a family collection, I would say that the picture is taken at the time of WW1, either just before the war or during the war when the young man was getting ready to go off and do his bit. It would be nice to know which vessel he served on as I have some sailors in my family line and luckily they both survived that war, though their older brother died in the trenches on the Western Front.
As for restoration of the image my only question would be if the one you have on your computer is a bigger size? The one showing in your post at 9.94kb and 150 x 200 is tiny. Why though would you want it restored? I cannot see clearly if there is some significant damage to the image, but I rather like the 'dated' look of the images and after scanning my own images of the period I have protected them for posterity, but I have no desire to make them look all pristine, after all they are antiques and of an age now long since gone.

The Vale News site is now running, just checked it out. Hope some of you might enjoy having a peek if you didn't already know of its existence.

Thanks for the nice welcome guys and galls. Now I have a question for you. Do any of you know anyone here who has been actively researching the Johnson's of the Whittingham area? My Johnson line is rather large and I have found a good many of them all over the place across the whole census time scale of 1841 - 1901, would be nice to know if anyone here is studying the same group as me. I had hoped that Ancestry might have turned up more than the one cousin it has, so here is hoping that someone else is lurking around here instead that can point me in the right direction.

Here is a photo of the family in Whittingham. Margaret 1920-1996 is / was my Grandmother

Back row left to right;

Mary 1913-1979, Elizabeth 1918 still living, Isabella 1924 still living Australia, Margaret 1920-1996

Front row l - r

Richard 1922-2006, Mary Isobel Kennedy 1889-1971, Richard 1889-1956

I have already been in touch with the; http://www.valenews.co.uk/index.htm in Whittingham but have been deafened by their silence. Their site seems not to be functioning right now! Whether it is bugs or updates being made I have no idea. Nice little site usually, that keeps me up to date with what is going on there.

Thanks again for the nice welcome.

Hi everyone, I am new to the forum, a great find.
I have been researching the Knight and Bristor families of Winkfield Row, Bracknell and Warfield. I recently made contact with a previously unknown cousin who has a huge picture and photo collection of his extended family and in amongst the collection is a wonderful picture. I am not sure as to the date or even the town, though judging by the ladies clothes in the image it must be around about WW1 or just after, but certainly given the design of the car in the picture it is before WW2. Is there anyone here that might be able to offer suggestions as to what the event may be? It looks to be a happy event as opposed to a funeral of a dignitary as the bunting is out. Hope to hear some news soon. Thanks in advance for your help.

Hi everybody, just saying hello  ;D. Only just found this whole forum and what a find!
Anybody out there know much about the Johnson's of Whittingham in Northumberland. My Grans family was made up of the Johnson's on her father's side and Kennedy on her mothers side. The Johnson's mostly seemed to be Ag Lab's and were nomadic but predominantly north Northumberland. Managed to follow the line all the way back to 1841 with some at an age where they were born 1770's and 80's mostly around Carham, Coldstream and Cornhill. With the help of a previously unknown cousin coming to light via Ancestry we have found some Irregular Border Marriages and fortunately for me my distant cousin is able to visit Woodhorn and check up on bits and pieces. I am totally bitten by this gynecology  :o  bug....... so interesting to know who ones ancestors are / were. Hopefully will be dropping by more often in the near future, so brace yourselves. The Reivers are once again loose and marauding the virtual world of family history.
