FindMyPast have the Westminster rate books, if you have a subscription you could check Rider/ Holliday combinations for the same area for the period...

Another possibility is a sister's married name. Ive got a Jane Ball Bird and a Hannah Bleven Bird, daughters of George and Martha Rimmer. George had a sister Jane who married a Ball and Martha had a sister Hannah who married a Blevin

Discovery entry:

The original  includes the name LYDIA BIRLL (Bird?) of Westminster who undersigned the prisoners - whatever that means - in a petition for clemency. The original may also include other names to give more clues...

Unfortunately it hasn't been digitied so can't be downloaded.
