Family trees on ancestry regarding Francois Eloi Gagnon show that Gagnon is a "dit" name.  They can also be known as Belzile and its many spelling variations.  If you google "dit" names you can find many explanations of it - better than I can explain.  But in other words Joseph's ancestors could either be under Belzile or Gagnon.  Plus Eloi Gagnon might actually be blood related to Joseph in some capacity other than the adopted father he is shown as on Joseph's marriage record.

I have only needed to buy one death certificate from Manitoba.  The year of death was 1916 and it did include the cause of her death, where she was buried, father's name and place of birth.
Have you tried asking the library in Altona to look for an obituary.

The 21 Aug 2007 edition of the Brandon Sun has an obituary for William John Spraggs who died peacefully at the Morley House Personal Care Home, Shoal Lake at 89 years.  Survived by children Edward (Leslie)....
It is available as a subscription so not much more to be seen but perhaps the Brandon library could send you a scanned copy since you can provide an exact edition for them to look up.

On the Australia Star departing England 03 Sep 1946 was Josephine Spraggs w/o L/Cpl W.J. #H63834 travelling with Edward M J 1 year 5 mos.  Last residence 4 Cottages Demince Ballinnobe Co Mayo and going to mother-in-law, Mrs. E.J. Spraggs, Menzie, Manitoba.

I don't have a subscription but there is an obituary in the Winnipeg Free Press 04 Nov 1957 for Josephine Mary Spraggs, 32, of Shoal Lake who died Oct 29, born in Ireland, came as a war bride in 1947.

Coincidence of names
Minnie Bulley died July 11, 1939 Toronto and buried St. John's Cemetery with her nephew Albert Duxbury as the informant.  She was single.

Michael was most likely part of this camp program.  Started by looking for Rockcliffe Camp as part of the military base that existed there at one time and came across this article.
