The only Francis Chapple I can find is married to an Elizabeth Chapple and is a licensed Victular in St Thomas Devon.  He was born in St Olaves Exeter

This was the only J Snow that fitted your date of birth and birth place.      The whole family was only listed by initials so hope this helps.

The only other way to get his parents names is to request  copy of the birth cert.  They cost £7 and are now taking approx 2 weeks to arrive due to a backlog caused by the "Who do you think you are" prog. on the BBC.

Sorry I didn't make my reply very clear.  I was thinking that maybe the John Snow married to the COLE was the parents of the John Snow you are looking for?  Very often children were named after their parents.

Came across the following on the FreeBMD website

John Snow and Elizabeth Cole
They appear on the same marriage record page (but this doesn't necessarily mean that they married each other)
