Change of boundaries

I have ancestors from Lea in Gloucestershire which, after a redrawing of the boundaries, found itself in Herefordshire.  Can someone tell me when the change took place, please?  And what is the convention when putting these sort of entries on ones tree?  Should I describe Lea as being in Gloucestershire (as it was when they were born) or in Herefordshire (as it was when they were older)?
Godden in East Sussex, mainly Hastings area.
Richards in Lea, Gloucestershire, then London.
Williamson in Leith, Vickers in Nottingham.
Webb in Bildeston and Colchester.
Wesbroom in Kirby le Soken.
Ellington in Harwich.
Park, Palmer, Segar and Peartree in Kersey.

Southern or Southan [Hereford , Monmouthshire & Glos], Jenkins, Meredith and Morgan [Monmouthshire and Glos.], Murrill, Damary, Damry, Ray, Lawrence [all Middx. & London], Nethway from Kenn or Yatton. Also Riley and Lyons in South Africa and Riley from St. Helena.

I suppose that a family tree is history and should show facts as they were. I have ancestors whose villages moved from Herefordshire to Gloucestershire and back and I always show them as having been born in the county in which they were at that time. People who have ancestors born in London have most of them in Middlesex and some in Surrey and that is how they are found on censuses. So I always show mine as Middlesex before 1895 and London thereafter. 8)
