Hi Tracy, your not being cheeky at all, I may as well get my money's worth from Ancestry!
 The only Robert Underwood I can find in the 61 census is this one

Robert c1815 born Battlesden/Bottlesden, Bed, a sawyer
Eliza c1815 born Battlesden, ? Plaiter
Sarah c1845 born Battlesden, ? Plaiter

Living North Street, Leighton Buzzard. Strange that they should have lived in the two places that your Underwoods have whilst in Bedfordshire. I expect that Robert May have been Thomas's brother, what do you think?

Now it becomes clear, I've found above Robert in the 71, think your 38 and this one may be the same

Robert c1814 born Exeter, Devon, a sawyer
Eliza c1816 born Leighton Buzzard, a plaiter.

I now see you found that Robert in the 81' Census with a wife Mary. I really can't find them anywhere on the other census', how strange, unless they moved out of the country? I will have a look on the Wales census'. I think that maybe he's Roberts c1814 child rather than your Joseph's.

I have however found some of Joseph's kids in the 61' census

I've found Robert c1838 wife Mary c1830 in the 71 census, she is Stratford then

Martha Northwood c1799 born Heath, Beds
Mary Stratford c1830 born heath
Thomas c1852 born heath.

  What can I say what a start to my morning

 It does now seem to be pointing to two brothers born in Devon moving to Leighton Buzzard. On IGI I have found Robert c8 Dec (Porthern)- place does not exsist!
 He is the son of Thomas Underwood and Edith Rewalling,and brother to Thomas.
 I have Bucks 1851 but did not think to look there!
 I will follow up in the library at the weekend and with all this info should find all the relevent dates.
