This looks like the 1901 census book?

I've had a look at the ones I have and in each case the tick is against a birth-place not in the census county e.g. the census was taken in Lancashire and there are ticks next to places like Cheshire, Yorkshire, Ireland.  In the case of the census being taken somewhere in London, the column is nearly all ticks - very few people were born in the area in which they now lived.  I found one sheet where everyone was born in the census county, Lancashire, and there were no ticks in that column.  So I imagine it was part of the enumerator's statistical gathering.
