Anybody know how I can find out where somebody lived from 1940-1995 without having an address but just the town they lived in.

The local library should have telephone directories going back that far - a good place to start.  If they weren't on the phone  then the electoral lists would be the best bet.  But it would mean a long trawl through to find the name.
Godden in East Sussex, mainly Hastings area.
Richards in Lea, Gloucestershire, then London.
Williamson in Leith, Vickers in Nottingham.
Webb in Bildeston and Colchester.
Wesbroom in Kirby le Soken.
Ellington in Harwich.
Park, Palmer, Segar and Peartree in Kersey.

No.  You'd have to go to the library or ask them to do it for you.
