Just received a certificate today and can't decipher the initial after William. I thought  i'll put it to you to see what you could come up with.

Field, Eng/N.Z
Lewer, Surrey/N.Z
Turner, Kent/N.Z
Linn, Scotland/N.Z.
Vartha, Cornwall/N.Z

Probably "S" but you need to study the rest of the document for letters to compare it with.
Godden in East Sussex, mainly Hastings area.
Richards in Lea, Gloucestershire, then London.
Williamson in Leith, Vickers in Nottingham.
Webb in Bildeston and Colchester.
Wesbroom in Kirby le Soken.
Ellington in Harwich.
Park, Palmer, Segar and Peartree in Kersey.

it could be an 'S' but my initial thought was maybe an 'L' with the ink not coming out for the bottom stroke (hope that made sense  :-\) it's happened before, otherwise it could be a porrly written 'J'  ::)

But i agree with suttontrust you would have to compare with other letters if possible
