It means Volunteer Reserve, apparently. Anyway, would this mean that Richard was a volunteer in the RAF?

Hi
The Royal air force Volunteer Reserve was formed 30 July 1936 as a means of increasing manpower with little expense.   Men joined for a minimum of 5 years and were part timers receiving flying training at weekends and at the annual 15 day camp.
By 1939 there were about 63000 men trained as pilots and in medical and technical trades.
On 1 september 1939 the RAVR was called out for permanent service.   They wore the VR badge to distinguish them from regular airmen.
Today adults involved with cadet training (part time) wear a similar badge - VRT, for Volunteer Reserve (Training).
Cheers Dave
