Hi Ron & Pru:
Thanks so much for you efforts and expertise.  Knowing your estimate of the date of the picture allows me to feel confident that the picture is of Charles Godwin Preece, my gt.gt. grandfather, born Ross Workhouse, Herefordshire 1820.  He was in the Cambridgeshire Constabulary, 1847 - 1876 in Ely.  By 1881 he had moved to Surrey, so this picture was probably taken shortly before he retired.

He looks about the right age to have been born in 1820, so you can be pretty confident in your ID I think.

at a guess i'd say late 1800s... but what a fantastic photo. he looks like a great character!
