She could be French.

She married Dec 24 1871 at Parish Church, Milton next Gravesend.Died Cork Barracks 1885 Ireland age 35.

Husband Thomas Holman McPherson b1838 Stirling,in R Engineers, Woolwich Arsenal in 1872 when first child Thomas born.

Marriage cert gives Lucy Anns father as being a Marriner.
His name not legible, begins D,,,,,,

If this is the correct Lucy Ann in Milton and it certainly looks positive, you have found out where she was born.

This is the right Lucy A nn Chappell.
There is a Thomas witness on her marriage cert, but
cant read christian name, plus an Elizabeth Treadwell.

I have looked at the marriage and Lucy's father looks like Daniel (could be David but more likely Daniel) and the THOMAS witness is Charles
