1871 Census REQUEST - Royal Navy?

Is there an index to the 1871 census for the Royal Navy. I am looking for a John Kempton born about 1830 in Ireland. He doesn't appear on the index for the 1861 navy census, so maybe he was with his family in Plymouth where a couple of his children were born. I'm hoping he is on the 1871 so I can get the name of the ship he is on, and therefore be able to look up his navy records.
