Could it be coal whipper?

Explanation: A person employed to unload coal from ships using baskets attached to a simple form of crane.

Thanks Little Nell for that speedy response ... coal whipper was my guess, but I'd never heard of it before ... couldn't think why they would be whipping coal!!!!  Anyway, makes perfect sense now, thanks.
