I think you'll have to get someone to check the parish records. The originals are at the NLW in Aberystwyth. If you can get there yourself (no location on your profile, don't know where you are), you need to get a reader's ticket beforehand. Or you can get someone on their list of accredited researchers to do it for you for a fee - details are on their website. The Powys Archives in Llandrindod Wells hold microfiche copies - again their website has details.
At that time, marriages would have taken place in the establised church wherever they worshipped (unless Quaker or Jewish). This carried on until civil registration started in 1837 and marriages in non-conformist churches were allowed with the presence of a registrar. If the chapel didn't exist when he was born, it's quite likely he was baptised in the established church wherever the family worshipped later on.
