War Death Indexes

I have found the War Death Index (Army and Other Ranks) for a rellie who died in WWII.  Is this index the same one that would be used by the GRO for obtaining a death certificate?  Or is it just for the Army?  It doesn't specify quarter just year, volume and page number (along with his service number, rank and unit)
