Naval Ship Census 1861

In the 1861 census one of my ancestors Charles Maynard age 17 was on HMS Excellent which I thought at that time was permanently moored at Portsmouth as a Gunnery and Boy Sailor Training ship.

However the census seems to have been taken at Holyhead in Anglesea.  Does this mean the ship wasn't permanently moored or that all Naval census returns were done through Anglesea?
