Anyone can look at the IGI records on www.familysearch.org for parish records.   However it is not full coverage so you may find that the parish you want is not covered.   Rye is not.    Many are though.  Otherwise you can order the film through the LDS centres and search it there if you are not near the local record office or cannot get to London.   Most are also at the Society of Genealogists.
If you have ancestry then the full BMDs are on there - choose the Beta version.

Here's Rhoda Budden and hubby in the Rye section of Kellys Post Office Directory of 1867...

"SCHOOLS.
National Cinque Ports street, James Pitt Budden, master; Mrs. Rhoda Russell Budden, mistress"

I reckon that Ann Lefeany is more likely to be a Budden than a Russell having been born Chichester  :)

Also, judging by her age I wonder if she might even be Elizabeth's great aunt? I don't think enumerators bothered with such complicated terms and may have just put niece for Elizabeth rather than grand niece?

I have had another look at the 71 census and Elizabeths middle initial is more a N than a H looking at others.
