Birth

 My 2x greatgrandmother  states on all her census records, that she was born Pembroke or Pembroke Dock Wales,  I have no idea  how to obtain a birth certificate for her, She was Susan Foster born appox 1841/46, married in 1866 Totnes Devon to Samuel Fletcher.
Is there  someone who could point me in the right direction.

Registration of births began in 1837 in UK but more than 10% of births were not registered - that's the estimate - so you might still be unlucky and need to resort to parish registers of baptisms in the hoppe that her parents were the kind that baptised their children
