I've looked at all the GRO birth registrations for 1853-55.

These are the most likely:

Sept Q, 1853, Ffestiniog, 11b, 387  - Rice Roberts

Mar Q, 1855, Carnarvon/Caernarfon, 11a, 357 or 387 (very faint prob 8 ) - Rees Roberts

Jun Q, 1855, Bangor, 11b, 387 - Rice Roberts

Hi Ann
Don't worry about the Rice/Rhys/Rees thing - it really would depend on who had recorded it.
I think the correct Welsh is Rhys (pronounce as Rees with a rolling R)  but it was anglicised to Rees/Rice.
The surname Price, of course is derived from the patronimic form ap rhys (son of rhys).
