Help please

I am working on some pictures at the moment which I got from my partners step father. I am plodding along quite well (if I say so myself) but this picture is a little beyond me as it is faded at the top. Anyone fancy a go or can tell me how to repair this picture?

Hi Anna,

I don't know if this is any help or not, but here's a quick attempt to level it out a bit... what's that black thing with white
circles that goes across the photo? is that part of the photo, or is it from age?

Looks like the perforations on the 35m.m. film strip,
so it looks like a developing/printing fault. Amateur
enthusiast?
