yes, you are right, it does look like 'newly built' .... but its meant to be a person's name ?

Could you give us the reference so we can look at the writing on the rest of the page and compare letter shapes, etc.

"Newly built" is a possibility unless you are certain it is a name.  I have seen comments like "Away from home" and "Unoccupied" in the name column, explaining why there are no residents listed for that property.

I think it's "Newly Built", referring to the fact that the house was so new that there was no-one living in it yet.
